In the previous articles we
reviewed how the international capitalist system was able to plunder and steal
the wealth of the African peoples under different pretexts and stratagems and
also under the pretext of extending aid and loans to the developing African
countries. Today we will follow up and explain how donations and relief aid to
the African peoples have become a type of an anesthesia or opium for crippling
capabilities and resources of the African individual, and thus it corrupted his
soul and dwarfed his creativity.
The national regimes, which
assumed power after the eviction of colonizers from the African continent,
lacked the qualification and ability to get adopted and harmonize with their
peoples. To the contrary they had been an easy prey in the trap of conspiracies
set by the colonizers for depriving African countries of stability and
tranquility. This in turn led to the creation of political crises represented in
turmoils, unrest, coup d'etats, and economic, social and cultural crises ...etc.
As a result of such situations,
Africa witnessed a huge process of dissipation for its human resources, which
are capable of creativity and ingenuity to Europe and America. This great brain
drain immensely negatively impacted the development projects all over the
continent.
A repot published by the BBC
said that for each African state there are over 25 thousand people of those of
who have professional expertise in the field of medicine who are living and
working in America, Britain and Australia as well as in other countries in their
bid to escape the hell of the ruling regimes and for finding a safe haven for
their families.
This is however great loss for
this continent whose peoples are living below the poverty line and are in dire
living conditions. This means that the poor countries are getting poorer and the
rich ones are getting richer and surfeiting with over-consumption all at the
expense of the former.
Then came neo-colonialism under
a new guise working under what is called the humanitarian assistance for
creating a new situation and a new method for drying up the remaining sources of
wealth as well as working for paralyzing the abilities of the African individual
to render him hostage and captive for these ready-made donations. It is the
habit in western states to offer great financial temptations and motivations for
attracting the qualified and educated human resources from their home countries.
This has been one of the prominent hidden objectives of the humanitarian groups
and institutions known as the NGOs. If we contemplated and scrutinized the
activities of these organizations which are working under the umbrella of
humanitarian aid, we find that they are working for paralyzing the active human
resource in the society and crippling the capability of youth who are qualified
for development and reconstruction initiatives by paying them salaries whose
size is not compatible with the effort exerted. In addition to the increments
and allowances which they obtain from the NGOs active inside that country. Also
we notice that a larger sector from the working force in the African communities
are engaged in marginal activities for these organizations represented in
guards, couriers and drivers etc. in exchange for very tempting financial
returns to enable such individuals to live an affluent life. This situation
caused the imbalance among the working people in the one and same country, and
created a state of unrest and discontent especially among those who are working
with dedication and sincerity for improving production quantitatively and
qualitatively in the government and non-government institutions. Accordingly the
governments were deprived of the expertise and capabilities of the qualified
national manpower.
What is more grave in the
impacts of the programs of humanitarian assistance is the creation of an
environment for generation and the proliferation of corruption. Because most of
the programs undertaken by these organizations are useless and counterproductive
programs. Also they lack concentration and serious work. What they offer is only
the crumbs, which do not satisfy any real need. On the contrary their harm is
more than their benefit. The net result of this is inculcating the culture of
dependence in the ranks of African societies as well as the disregard for free
endeavor and dignified living which depend on one's own effort and sweat. And
inside these aid institutions appear intricate and complex relations. As soon as
an individual obtains a certain job in one of them this step masks suspect
relations smelling of corruption, favoritism, and narrow personal interests.
These practices and violations extend their negative impacts to the government
institutions thus exposing them to grave damages and losses. The ultimate
outcome is that such corruption which is gnawing the African regimes and
establishing its cancerous growth in governmental institutions in the African
continent, is due to the aid and assistance programs which are called
humanitarian and which crippled the African individual and paralyzed him from
practicing his main activities in work and living by his own effort and sweat.
