Upgrading Human Resource, Basis and Goal of Development -Part I-

Our political philosophy is
based on upholding the entity of citizens, and seeking the dissemination of the
atmosphere of dignity, pride, and equality and also the propagation of political
and economic freedoms, in addition to the prevalence of the rule of law and
justice. Proceeding from this philosophy adopted by the government for the
realization of comprehensive development, it is working for providing equal and
just opportunities for participation in the national reconstruction process, the
emancipation of citizen from the grip of poverty, need and exploitation. This
philosophy aims at liberating human capacities and enhancing the spirit of
creativity.
The national reconstruction
process needs time and great resources and this necessitates determining
priorities for accomplishing it. Among the urgent national tasks of great
concern at this stage is educating and building a conscious, diligent and
dedicated generation armed with knowledge and theoretical and applied sciences.
We surely need in this context the multiplication of societal capabilities to
enable us double our productivity in different fields. The development process
targets the realization of citizens' material and moral aspirations. This can
only be achieved by concerted and pure national efforts based on the values and
moral system on which our society is founded.
The parasitic elements, which
seek their narrow interests at the expense of others have no role in this
process of national construction.
Inline with this philosophy of
upholding citizens' worth, the government is undertaking youth rehabilitation
and qualification programs in different fields. This is because upgrading youth
capabilities represents the cornerstone in the advancement of the country, and
accordingly the government is giving it more emphasis. Reports on development of
human resource indicate that the nations that attained 3.7% in this regard are
only 10% of the total number of states. Eritrea is one of the states that is
quoted as model in this context. For instance, Eritrea has 4%of its national
income and also more than 37% of the budget of social services allocated for
educational programs. This is a major indicator of the concern of states
regarding the development of human resources. This is translated into the
building of preschools (kindergartens), elementary and secondary schools up to
the university level of education. What should be noted here is the
participation of all sectors of society in obtaining education opportunities.
This includes women and the upgrading and qualification of youth scientifically
and professionally. In particular there is considerable expansion in vocational
and technical schools in addition to the institutes and qualification centers,
agricultural research and planning for providing health services etc. in
addition to programs aiming at raising the capabilities and upgrading human
capacities. The success of the programs of economic emancipation is a good
evidence and demonstration that the state is working wit all its powers and
employing its resources for the social enhancement of its citizens.
As education is a human right
guaranteed by citizenship charts, and as education in modern times is a weapon
and tool for uprooting poverty and backwardness and an effective factor for
improving the individual's condition and accordingly his general environment,
the government made no bargaining regarding this supreme objective. Since the
post independence period the government put education at the top of its
priorities. It did this because of its staunch belief that eradicating poverty
and consolidating the principle of self-reliance both can only be achieved by
development of education, science and technology. For achieving this it is not
sparing any effort for providing huge budgets for making this mission a success.
As an outcome of this we find today our youth getting qualified in different
fields, and they started their input in the effective national endeavors and
programs.
If the Eritrean youth have found
this opportunity for promoting their capability and arming themselves with
excellence in vocational training and skills, their counterparts in other states
were not availed with such an opportunity. Accordingly they have to exert more
efforts for attaining the optimal benefit from the chances they have for
confrontation of future challenges.
