Upgrading Human Resource, Basis and Goal of Development -Part II-

For emphasizing Eritrea's
political and economic independence, Eritreans in different parts of the country
are actively implementing economic emancipation programs. The implementation of
the major national project is commensurate with the general political directives
aiming at the real participation in international endeavors away from dependence
and waiting for directives from hither and thither. Day after day the country is
witnessing considerable achievements in this regard, especially that youth of
the national service are diligently participating and involved in this major
development program in addition to the broad popular participation as well as
the other national institutions. As a result of this the economic emancipation
programs have well taken root in the directives of development work. Accordingly
this would bring about immediate radical changes in the policy of economic
emancipation itself.
As self-sufficiency is the main
gateway for the realization of economic promotion, the government made it a
strategic program by itself. Accordingly the realization of self-sufficiency
imposes in turn directives and issues that have to be taken into account. These
include the conservation of every drop of water as well as the fertility of land
i.e. fighting the phenomenon of soil erosion and dissipation of the water
reserves. It is known that observing and implementing such directives can not be
done overnight by citizens. Broadening the concern on the national level
regarding those directives needs continued efforts, and above all the interest
and determination for the implementation of the desired plans. One of the
objectives of the program of economic emancipation, which can be quoted in this
context, is represented in the conservation of water and soil. And this in
itself needs the rehabilitation of the infrastructure. For instance conservation
of every drop, which we receive during the rainy season, needs the construction
of dams and the repair of the valleys gorges and rivulets in addition to
repairing diversion and catchments projects. Despite the fact that we made great
success regarding those activities but we are still at the beginning of the
road. This in turn necessitates the intensification of upgrading environmental
awareness among citizens at different levels, follow up programs and their
evaluation and resolving all difficulties that obstacle the implementation of
the programs, especially that the topographical nature of our country is
conducive for our making use of our water resources. Eritrea is rich in its
natural and human resources. However making use of these resources requires
employing our capabilities in an efficient manner. If we could turn those
programs in to a reality we would undoubtedly attain self-sufficiency and this
would mean the success of the program of economic emancipation.
Nevertheless this is only
attainable through the multiplication and doubling of national efforts and the
feeling of responsibility.
